Step 1: Open the Local Group Policy Editor.
Step 2: Locate and access the setting named "Do not allow pinning programs to the Taskbar".
Find it by following the process of User Configuration/Administrative Templates/Start Menu and Taskbar/Do not allow pinning programs to the Taskbar, and get into it with double clicks.
Step 3: Enable this setting.
In the setting's window, select Enabled and tap OK.
