Step 1: Access the Local Group Policy Editor.

Step 2: Locate and enter the setting called "Prevent users from resizing the taskbar".

For your reference, you can find it in accordance with the path of User Configuration/Administrative Templates/Start Menu and Taskbar/Prevent users from resizing the taskbar.

Step 3: Change the setting status from Not Configured to Enabled.

Exactly speaking, after entering the mentioned setting, select Enabled and click OK.

After the "Prevent users from resizing the taskbar" setting is enabled, the "Use small taskbar buttons" option in Taskbar Properties is in non-editable mode. Thus, no one can resize the taskbar buttons now.
