Way 1: Turn it on from Control Panel.
Step 1: Open the Quick Access Menu with Windows key+X, and then choose Control Panel in it.
Step 2: In Control Panel, select Ease of Access to enter it.
Step 3: As the Ease of Access window opens, choose Start speech recognition under Speech Recognition option.
Way 2: Open Speech Recognition from Apps screen.
Step 1: On the Start screen (or Metro Interface), right-tap an icon or any blank area, and select All apps on the bottom right corner.
Step 2: In the Apps screen, locate Windows Speech Recognition and open it by use of a click.
Way 3: Turn it on through Search bar.
Step 1: Open Search bar with the composite key of Windows key+F, type speech recognition in the empty box and choose Apps in the search list.
Step 2: On the left of Search bar, when the search results appear, choose Windows Speech Recognition.
Method 1: Choose the close button on the Speech Recognition window to turn it off.
Method 2: Use the composite key of Alt+F4 to close it.
