To make a shortcut for Character Map on Windows 8/8.1 desktop, there are three different methods illustrated in the text for your option.
Video guide on how to make Character Map shortcut on Windows 8 desktop:
Step 1: Right-tap the desktop, open New on the context menu and select Shortcut.
Step 2: Input the following location of Character Map and tap Next to continue.
%windir%\system32\charmap.exe
Step 3: Name the shortcut as Character Map and click Finish.
In the screen shot below, you can see the Character Map shortcut made by means of this method.
Tip: The CMD file plays the same role as the app's shortcut.
Step 1: Open Notepad.
Step 2: Type charmap in the Notepad.
Step 3: Name the document as "Character Map.cmd" (without quotes), and tap Save.
After the above three steps, the CMD file of Character Map (as shown in the following picture) comes into being.
Step 1: Find the Character Map shortcut.
Because the Character Map shortcut is hidden in the computer by default, so you should go to show all hidden files in your PC. After that, you can locate the shortcut according to the guidance below.

Step 2: Copy and paste the shortcut to the desktop.
