If accessing Tenor is not an issue, try switching user logins and then starting up Windows 11 emojis to see if the GIF service operates correctly.
Use the following command to create a guest account, replace the "USERNAME" with your own:

Windows 11 emojis are implemented using the built-in Segoe UI Emoji font. If you accidentally deleted or replaced this font file, causing Windows 11 emojis to display incorrectly, follow these steps to resolve the issue:
Step 1: Use a computer where emojis display correctly and locate its font folder and search for the following emoji file:
C:\Windows\Fonts\seguiemj.ttf
Step 2: Copy this file to your own computer. Navigate to the same directory as mentioned above and overwrite the Windows 11 Emoji Font with it.
I'm sorry to tell you that Emoji Panel settings are only available in Windows 10, so you're unable to configure it this way. It’s said that Windows 11 is about half as configurable as prior systems.
Turn to Setting > Devices > Typing > Advanced keyboard settings.
The Emoji panel settings in Windows 10 is as follows:
Simply click the area outside Emoji Panel, and the Emoji Panel will automatically close.
1. Click on the "Tap keyboard to bring it back" option to bring back the virtual keyboard input interface.
2. Pressing any key on the physical keyboard will automatically exit the entire touch keyboard program.
3. Click on the "×" provided below the Emoji section on the touch keyboard to directly exit the touch keyboard.
