Way 1: Do not configure the setting named "Do not allow Windows Journal to be run" in Group Policy.
Step 1: Open Group Policy Editor.
Step 2: Find and open the above-mentioned setting.
In more detail, you can locate it in User Configuration/Administrative Templates/Windows Components/Tablet PC/Accessories.
Step 3: In the setting's edit window, choose Not Configured and tap OK.
Way 2: Disable the "Do not allow Windows Journal to be run" setting in Group Policy.
Step 1: Follow the above instruction to open the setting.
Step 2: After entering its window, select Disabled and click OK.
