As you know, it is easy to uninstall an app from Start by right-clicking the app and choosing Uninstall in pop-up options (see screen shot below). However, such convenience, sometimes, is a two-edged weapon because you may carelessly uninstall certain useful app from Start screen, or others who are allowed to access your Windows 8 PC might uninstall apps from Start interface. Therefore, in order to avoid such trouble, you can follow the instruction illustrated in this article to prevent users from uninstalling applications from Start.
Step 1: Open Local Group Policy Editor through Search.
1. Open Search bar with Windows+F hotkeys, enter gpedit.msc in the empty box and select Apps.
2. Click gpedit from the search result to open the editor.
Step 2: Locate and turn on Prevent users from uninstalling applications from Start.

Step 3: Enable the setting.
In the window of Prevent users from uninstalling applications from Start, choose Enabled and click OK.
Tips: Afterwards, you can select Not Configured to change the setting to its original state, or choose Disabled to disable the setting, and then tap OK. Then you are capable of uninstalling app from Start screen again.
As you can see from the following screen shot, the Uninstall option disappears on the Start screen.
