Step 1: Access the Local Group Policy Editor.

Step 2: Find and open the setting named "Prevent deleting cookies".

FYI, the setting mentioned is located in Computer Configuration/Administrative Templates/Windows Components/Internet Explorer/Delete Browsing History.

Step 3: As the setting's window opens, choose Enabled and tap OK.

After enabling this setting, when you (or anyone else) go to remove the browsing history on your PC, the "Cookies and website data" item is non-editable. In other words, the cookies are preserved when you click Delete to delete browsing history.
