If you are not accustomed to opening the items on your Windows 8/8.1 PC by double-taping them with the mouse or your finger at a fast speed, you can go to adjust the double click speed. Now, learn how to change double click speed following the steps below.

Step 1: Open the setting called "Pen and Touch".
Way 1: Access Control Panel, enter pen in the top-right search box and click Pen and Touch.
Way 2: Open Search bar by Windows key+F, input touch in the blank box, choose Settings and tap Pen and Touch (/Change touch input settings/Change multi-touch gesture settings).
Step 2: Enter Double-Tap Settings.
Make sure the "Double-tap" touch action is selected and click Settings button to continue.
Step 3: In the Speed settings, move the scale to the left to slow down the double-tap speed, or move it to the right to speed up the double-click speed, and then click OK.
Tip: Before confirming the change, you can double-tap the graphic in Test settings to test the changed double click speed.
