Judging from the following picture, you can see that the settings of pop-up allow list are unavailable (grayed out), which means you can't add sites to and remove sites from the list. In this case, you can try to solve the problem by disabling or not configuring the "Prevent managing pop-up exception list" setting, referring to the instruction below.

Step 1: Enter Local Group Policy Editor.
Step 2: In Computer Configuration/Administrative Templates/Windows Components/Internet Explorer, open Prevent managing pop-up exception list.
