Way 1: Open it by keyboard shortcut.

Choose Recycle Bin and press Alt+Enter.

Way 2: Access it via its Context Menu.

Right-click Recycle Bin, and select Properties on the menu.

Way 3: Open it by the Properties icon in Recycle Bin.

Get into Recycle Bin, and click the Properties icon (i.e. the icon with a tick) on the top left.

Way 4: Access it from its Manage menu.

Open Recycle Bin, choose Manage on the menu bar and tap Recycle Bin properties.
