1. Visit http://cdslow.org.ru/en/ntpwedit/ and find ntpwed07.zip download option. Right click it and select Save link as option.

4. The recovery drive is selected by default. And you can click Extract button to extract files.

Step 3: Boot the locked Windows 11 from the recovery drive and assign letter to system drive via cmd

1. Disconnect the USB drive with the accessible Windows computer and then plug it into the locked Windows 11 computer. Then start the Windows 11 computer and press F12 to enter the boot menu. After that, select the USB flash drive to boot.

1. Input notepad command line and press Enter key to open notepad.

6. Right-click ntpwedit64 application to choose Open option.

7. Immediately, the NTPWEdit application runs. And you can click the Open button on its interface to get the user list.
